1. 具外國國籍且未曾具有中華民國國籍，且申請時不具僑生資格
   A person of foreign nationality who has never held Republic of China ("ROC") nationality and who does not have overseas Chinese student status at the time of his/her application.
2. 具外國國籍並符合下列規定，且最近連續居留海外6年以上者（計算至2024年08月01日）
   A person of foreign nationality who meets the following requirements and who in the immediate past has resided overseas continuously for at least six years (up to August 1, 2024):
   1. 申請時兼具中華民國國籍者，應自始未曾在臺設有戶籍。
      A person who at the time of his/her application also holds dual R.O.C. nationality shall have never had household registration in Taiwan.
   2. 申請前曾兼具中華民國國籍，於申請時已不具中華民國國籍者，應自內政部許可喪失中華民國國籍之日起至申請時（計算至2024年08月01日）已滿8年。
      A person who before the time of his/her application also held dual R.O.C. nationality but no longer does at the time of his/her application shall have renounced his/her R.O.C. nationality with the approval of the Ministry of the Interior on a date at least eight full years (up to August 1, 2024) before making his/her application.
   3. 前二款均未曾以僑生身分在臺就學，且未於當學年度經海外聯合招生委員會分發 
      The persons referred to in the preceding two subparagraphs must have never previously undertaken studies in Taiwan as an overseas Chinese student nor have accepted a placement by the University Entrance Committee for Overseas Chinese Students in the current academic year.
3. 具外國國籍，兼具香港或澳門永久居留資格，且未曾在臺設有戶籍，申請時於香港、澳門或海外連續居留滿6年以上者（計算至2024年08月01日）。
   An applicant of foreign nationality, who is eligible for permanent residence in Hong Kong or Macao, who has never had household registration in Taiwan, and who at the time of his/her application has resided in Hong Kong, Macao, or elsewhere overseas continuously for at least six years (up to August 1, 2024)
4. 曾為大陸地區人民具外國國籍且未曾在臺設有戶籍，申請時已連續居留海外6年以上者（計算至2024年08月01日）。
   An applicant who was formerly from the Mainland Area has foreign nationality and has never had household registration in Taiwan, and who at the time of his/her application has resided overseas continuously for at least six years (up to August 1, 2024).
5. 外國學生須符合教育部採認之高中、大學或獨立學院畢業者（請參考教育部國際及兩岸教育司網頁）。外國學生具國外高中畢業資格者，得申請入學本校學士班；具學士學位者或具有與我國學制相當之同等學力資格者，得申請入學本校碩士班；具碩士學位者或具有與我國學制相當之同等學力資格者，得申請入學本校博士班
   International students must have graduated from the high schools, colleges or universities recognized by the Ministry of Education (for more information, please visit http://depart.moe.edu.tw/ED2500/). International students with a foreign high school diploma may apply for the undergraduate programs at National Changhua University of Education (hereinafter referred to as "the University"); those with a bachelor’s degree or an equivalent academic qualification may apply for the University's Master's programs; those with a Master's degree or an equivalent academic qualification may apply for the University's doctoral programs

有以下各款情形之一者，屬中華民國國籍：
A person shall hold ROC nationality under any of the conditions provided by the following subparagraphs:

1. 出生時父或母為中華民國國民。His/her father or mother was a national of the ROC when he/she was born.
2. 出生於父或母死亡後，其父或母死亡時為中華民國國民。He/she was born after the death of his/her father or mother, and his/her father or mother was a national of the ROC at the time of death.
3. 出生於中華民國領域內，父母均無可考，或均無國籍。He/she was born in the territory of the ROC, and his/her parents can’t be ascertained or both were stateless persons.
4. 歸化者。He/she has undergone the naturalization process.

前項第1款及第2款之規定，於本法修正公布時之未成年人，亦適用之。Preceding Subparagraph 1 and Subparagraph 2 shall also apply to the persons who were minors at the time of the amendment and promulgation of this Act.

免申請費用 Exempted

5. 學歷證明文件：(1) 最高學歷或同等學歷正式證明文件 (2) 歷年成績單
   Academic credentials: (1) the official highest academic credential or equivalent documents proving the academic qualifications and (2) yearly transcripts
6. 自傳（申請碩、博士班者需含讀書計畫）
   Autobiography (Study plan should be included for the applicants for doctoral or Master’s programs.)
7. 財力證明或獎學金證明至少2,500美元
   A proof of financial resources or a proof of scholarship not less than 2,500 USD
8. 各招生系所規定之文件或資料（通常要求通過華語文能力測驗指定等級，詳見招生系所規定）
   Other documents required by the department or program. (Usually requiring the attainment of a specified level in The Test of Chinese as a Foreign Language, TOCFL. See Language Proficiency Regulations for Each Program)., 
9. 申請就讀博士班者，另檢附碩士學位論文一份，如論文係用外國文字撰寫者，另檢附中文或英文摘要一份（無論文者免附，惟須提出相關證明文件）
   For an application for admission to a doctoral program, the applicant needs to submit a Master’s thesis. If the thesis is written in a foreign language, a summary in Chinese or English is required (this requirement is waived if the applicant needs not write a Master’s thesis, but relevant proof documents must be provided).

申請注意事項 Notes for Application

1. 至多申請3個系、所、班、組、學程，但僅能擇一系、所、班、組、學程辦理報到及註冊入學。
   An applicant may apply for admission to up to 3 departments, graduate institutes or programs, but they can only choose one department or graduate institute (section) at the time of registration.
2. 申請人應具備華語文或英文聽、說、讀、寫能力；申請人在原畢業學校各科成績均及格，入大學部者總平均及相關主要學科成績均在C或60分以上；入研究所者，總平均及相關主要學科成績均在B或70分以上。
   Applicants are required to have Chinese or English skills in listening, speaking, reading and writing. Applicants are also required to have passed all the courses taken in the school previously attended. Applicants for undergraduate admission must have earned an average grade and a grade in each of core courses related to the intended field of study at NCUE of at least C or 60. Applicants for graduate admission must have earned an average grade and a grade in each of core courses related to the intended field of study at NCUE of at least B or 70.
3. 申請春季班入學注意事項：各系所部分課程分(一)、(二)階段，並分別於（秋、春季）開設，惟有擋修規定，必須先於秋季班修畢(一)後才可於春季班加選(二)課程，因此春季班入學學生的修課計畫恐受影響，需有調整修課計畫或延後畢業時程的準備。
   Some courses in various departments are divided into two parts, and are offered over both the Fall and Spring semesters. However, due to the prerequisite requirement, students must complete the first part in the Fall semester before they can enroll in the second part in the Spring semester. Therefore, the course planning of students admitted to the Spring semester may be affected, and they may need to adjust their course plans or prepare for a delayed graduation schedule.
4. 系所於書面審查期間，如有需求得自行辦理面試，並於審查委員會議前將書面及面試之綜合結果提交至國際處。
   Department reviewers may request to interview applicants during the document reviewing period.
5. 依教育部規定，外國學生經入學學校以操行、學業成績不及格或因犯刑事案件確定致遭退學者，不得再依「外國學生來臺就學辦法」向本校申請入學。若違反此規定並經查證屬實者，撤銷其入學資格。
   According to the requirement of the Ministry of Education, international students who are expelled from a university or college due to behavioral issues, poor academic performance or a conviction under the criminal code may not apply for admission under the “Regulation Regarding International Students Undertaking Studies in Taiwan”. Any violation of this requirement that is verified will result in an immediate cancellation of the individual’s admission.
6. 外國學生所繳入學證明文件若有偽造、假借、塗改等情事，應撤銷錄取資格；已註冊入學者，撤銷其學籍，且不發給任何相關學業證明；如畢業後始發現者，應由本校撤銷其畢業資格並註銷其學位證書。
   An international student submitting forged, fabricated, or altered documents for the purpose of NCUE application shall be subject to enrollment qualification cancellation; or a revocation of enrollment and denial to the request of any certificate pertaining to study, if the said student is already enrolled; or revocation of graduation qualifications and cancellation of the diploma by the University, if the student has been graduated.
7. 凡報名本招生者，即視為同意授權國立彰化師範大學將考生報名本招生取得之基本資料及相關檔案，運用於本校招生、註冊入學及相關統計研究與教育行政目的使用，餘均依照「個人資料保護法」相關規定辦理。
   By submitting an application, applicants agree to grant National Changhua University of Education the right to use the basic information and relevant files obtained through these admission procedures for the purpose of admission, registration, statistical research and educational administration. The relevant regulations stipulated in the “Personal Information Protection Act” shall apply to other matters.

修業年限 Terms of Study

學士班：4至6年 Undergraduate program: 4-6 years
碩士班：1至4年 Master’s program: 1-4 years
博士班：2至7年 Ph.D. program: 2-7 years
