115年度教育部「學海飛颺、學海惜珠」申請簡章
一、依據及目的
(一)依據「教育部鼓勵國內大專校院選送學生出國研修或國外專業實習補助要點修正規定」及本校「辦理教育部學海系列補助作業準則」辦理。
(二)提升本校學生國際觀及競爭優勢,配合國家長期發展,促進國際合作,補助本校表現優良學生赴國外大學(機構)研修。
二、申請對象及資格
(一)適用對象:預計申請115年度(含上、下學期)赴國外姊妹校研修學分者(不含赴大陸及港、澳地區)。
*交換返台後若以「已畢業離校」或「任何原因」,而無法履行線上/線下經驗分享者,視為未履行義務,請勿提學海補助申請。
(二)申請資格:(學海飛颺須符合1-8項、學海惜珠須符合1-9項)
- 符合「教育部鼓勵國內大專校院選送學生出國研修或國外專業實習補助要點修正規定」、「本校辦理教育部學海系列補助作業準則(含行政契約書內容)」之申請規定者。
- 具中華民國國籍,且在臺灣設有戶籍之本國學生(不含僑外生)。
- 於本校就讀一學期以上之在學優秀大學生、碩士生、博士生;但不含國內及境外在職專班學生。
- 於申請時及出國研修期間均須具備已註冊之在學身分(具正式學籍、非休學),能承擔因出國研修所衍生可能延畢風險者。
- 學業成績GPA達2.5(含),或歷年全班排名前50%者。
- 外語能力:符合本校及國外研修學校之外語能力要求者。若研修學校無標準,則需符合本校自訂標準,提出以下任一語言能力證明文件:
(1)英語系國家:托福iBT61、多益(TOEIC)670分、全民英檢(GEPT)中高級以上、雅思(IELTS)5.5分,或同等級之語言能力證明。
(2)其它語系國家:該國語言檢定或英語系國家標準。 - 已獲得國外大學(機構)研修入學許可者,或正進行申請赴國外大學(機構)研修申請單者,前者優先考量。
- 未曾或未同時領取本國政府提供之其他出國補助,同一申請人,同一教育階段,以補助一次為限。獲本計畫補助經費之同學,不得同時領取我國政府提供之其他出國補助。如「日本台灣交流協會短期獎學金」(約2萬台幣)不可同時領取。
- 「學海惜珠」計畫申請者:須檢附新式戶口名簿影本(註明與正本相符並親筆簽名)或各直轄市、縣(市)主管機關開立有效之低收入戶、中低收入戶、特殊境遇家庭、身心障礙者生活補助費、弱勢兒童及少年生活扶助、弱勢家庭兒童及少年緊急生活扶助,及同一戶籍內具中低收入老人生活津貼補助資格等其中一項的相關補助證明。
*申請學海惜珠補助者,請繳交申請計劃書:
(1) 家庭經濟弱勢情形
(2) 在校成績排名與優異表現(校內外個人受表揚、獲獎事蹟、專業領域有研究著作、其他有助於審查紀錄)
(3) 研習計畫書完整性及經費預算表內容
(4) 預訂參與之活動之學習效益、目的、重要性
(5) 擬修讀課程與個人主修科系之關聯性及學分數
三、研修機構
列名教育部所編外國大學校院參考名冊內之學校(不含中國大陸、港、澳地區);未列入參考名冊者,應為當地國政府學校權責機關或其認定之教育專業評鑑團體所認可。
四、研修方式及期間
- 研修方式:雙聯學位(含修學分)、交換計畫、短期研修。
- 研修期間:修讀學分之期間為至少1學期(季)、至多1學年365天。
- 受補助期間需為本校已註冊具學籍之在校學生。
五、補助項目、金額
- 生活費:係以教育部「公費留學生請領公費項目及支給數額一覽表」為標準依照赴外研習(離境/入境台灣)日數計算。
- 機票費:參照國籍航空公司所示最低價經濟艙來回票價為標準(以距離國外學校所在地之最近機場為往返目的地)。
- 學海飛颺:補助金額視當年度教育部補助經費而定,獲補助者,每名最低補助六萬。將考量申請者語言能力、學業成績、交換校之國家、國外學費等因素,由本校酌予調整補助額度。
學海惜珠:教育部將個案核定補助款。 - 補助出國期間:自教育部核定補助公告日後,離境台灣之日期起算,至返國入境台灣日止。
- 補助領取:出國前備齊國外入學許可、簽證、機票申請核銷補助款8成,返國後14天內上傳心得報告紙教育部官網後,備齊出入境證明、機票收據、(自費生附國外註冊費收據),申請核銷補助款2成。
六、出國期限
獲補助學生最遲應於獲獎該年次的隔一年10月31日前啟程出國。屆期未出國者,視為放棄補助資格。
七、意願調查申請截止:2026年1月14日(三)15:00止
**返國後無法履行交換生經驗分享義務者,請勿提出學海補助申請。

九、結果公告
2026年6月初:公告「學海惜珠」補助名單及補助金額。
2026年6月底:公告「學海飛颺」補助名單及補助金額,國際處將個別通知獲補助學生辦理相關事宜。
十、注意事項 (無法配合下列事項者,請勿提出申請)
(一)意願調查表內之「研修領域別」需與本身專業領域相同,申請後不得變更,否則取消補助資格。
(分8大領域:農林漁牧、商業管理、生醫科技、社會科學、語文或教育、餐旅或運動休閒管理、藝術或建築規劃與設計、理工)
(二)提出本意願調查,不表示一定會獲得補助。
獲補助者須同時具備以下列條件:
- 通過校內甄選,獲得本校推薦資格。
- 通過國外交換學校審核,獲取該校入學許可/錄取通知、辦妥簽證,即獲得交換生資格。
- 5月正式提出學海計畫補助申請、並於6月學海計畫審核會議通過,獲得學海計畫獎助金補助身分。
- 於公告補助結果獲獎之該年次的隔一年10月31日前確實出國研修。
- 依規定辦理補助金核銷。
(三)未符下列規定者撤銷獲補資格,並歸還補助金:
- 研修期間未滿1學期(季),或超過1學年(365天)。
- 須於出國一個月前與本校簽訂「行政契約書」(內含出國研修所涉之權利義務),並參加行前說明會。
- 參與雙聯學位、交換計畫及自費研修獲補助者,國外每學期(季)至少研修2門課程或等同於本校6學分以上之課程。
- 獲補助者國外研修期間須保有本校在校生身分,不得未經本校同意而逕行休學、退學、畢業、中斷研修及逾期返國。
- 實際國外研修計畫結束返國後14天內,須完成返國報到單、繳交返國心得報告,並履行義務(如,參加交換生經驗分享、協助輔導學弟妹、公開心得報告及聯絡email、拍攝國外交流影片、協助本校推動國際交流業務...等8小時義務)。
**返國後無法履行線上/線下分享義務者,請勿提學海補助申請獎補助: 交換返台後若以「已畢業離校」或「任何原因」,而無法參與線上/線下經驗分享者,視為未履行義務** - 研修結束接獲交換成績單後,不論是否抵免學分,每位返國學生皆需依「本校學生出國選修課程實施注意事項」,檢附國外成績單,主動至系所辦理「本校學生出國選課修畢科目學分績成績認定單」之認定事宜。
(四)未出國者、出國前即放棄研修及在國內進行遠距課程者,不得領取補助金。
(五)因天災、戰亂、罷工、疫情、交換阻絕、政府命令、其他不可抗力之事由,足認危害選送生生命、健康、財產安全之虞,得由本校取得選送生同意後,附佐證資料,報教育部核可,提前終止、延後或取消選送計畫。
(六)補助生出國期間須恪守第十點相關規定要點(共6項)規定並履行義務,詳餘規定悉依上揭要點辦理。

115th Academic Year Ministry of Education“ Xue Hai Fei Yang & Xue Hai Hsi Chu”Application Guidelines
I. Basis and Purpose
-
Based on the “Revised Regulations for the Ministry of Education’s Subsidy for Domestic University Students’ Overseas Study or Professional Internship” and the University's “Procedures for Handling Ministry of Education Learning Abroad Subsidies.”
-
To enhance students’ international perspective and competitiveness, align with national long-term development, promote international cooperation, and subsidize outstanding students to study at foreign universities (institutions).
II. Eligibility and Qualifications
-
Applicable Candidates:
Students planning to earn credits at overseas sister universities in the 115th academic year (including both semesters), excluding Mainland China, Hong Kong, and Macau.-
Students unable to participate in online/offline experience-sharing after returning to Taiwan due to “graduation or any reason” are considered as failing to fulfill obligations and should not apply.

Qualifications:
-
“Xue Hai Fei Yang” applicants must meet criteria 1–8; “Xue Hai Hsi Chu” applicants must meet criteria 1–9.

(1)Must comply with the Ministry of Education's subsidy regulations and the University's procedures
(including the administrative contract).
(2)Must hold ROC nationality and have household registration in Taiwan
(excluding overseas Chinese and international students).
(3)Must have studied at the university for at least 1 semester as an outstanding undergraduate, master's, or doctoral student (excluding domestic and overseas in-service programs).
(4)Must be registered students both at the time of application and during the overseas study, capable of handling possible graduation delays due to the exchange.
(5)GPA of 2.5 or above, or top 50% of the class.
(6)Foreign language ability: Must meet the language requirements of both the home university and the host institution.
If no standard exists, must meet the university’s own standard with one of the following proofs:
English-speaking countries: TOEFL iBT ≥61, TOEIC ≥670, GEPT Intermediate-High or above, IELTS ≥5.5, or equivalent.
Other languages: Relevant national language test or English standard.
(7)Preference given to students who have already received admission or are in the process of applying to the host institution.
(8)Must not receive other domestic government overseas scholarships at the same educational level; recipients of this program cannot receive other government scholarships simultaneously (e.g., Japan-Taiwan Exchange Short-term Scholarship ~NT$20,000).
(9)For “Xue Hai Hsi Chu” applicants, must provide a household registration copy or official documentation proving eligibility for financial aid (e.g., low-income households, disadvantaged families, elderly subsidies).
“Xue Hai Hsi Chu” applicants must submit a project proposal detailing:
(a)Family financial situation
(b)Academic ranking and achievements
(c)Study plan completeness and budget
(d)Learning objectives, benefits, and significance of planned activities
(e)Relevance of courses to major and number of credits
III. Host Institutions
- Must be listed in the Ministry of Education's reference list (excluding Mainland China, Hong Kong, Macau).
- Institutions not listed must be recognized by the local government or accredited education authorities.
IV. Study Mode and Duration
- Modes: Double degree (with credits), exchange programs, short-term study.
- Duration: At least one semester (quarter), maximum one academic year (365 days).
- Recipients must maintain student status during the subsidy period.
V. Subsidy Items and Amount
- Living expenses: Calculated based on the Ministry of Education's standard per day of study abroad.
- Airfare: Economy class lowest fare of the national airline, round-trip from nearest airport to host institution.
- Xue Hai Fei Yang: Minimum NT$60,000, adjusted based on language skills, GPA, host country, tuition, etc.
- Xue Hai Hsi Chu: Amount approved individually by the Ministry of Education.
- Subsidy period: From the date of departure after MOE approval to return to Taiwan.
- Disbursement: 80% upon submission of admission, visa, and ticket; 20% upon submission of experience report, proof of travel, and receipts within 14 days of return.
VI. Deadline for Departure

Subsidized students must depart by October 31 of the following year; otherwise, the subsidy is forfeited.
VII. Intention Survey Deadline
- January 14, 2026 (Wednesday) 15:00
- Students unable to fulfill exchange experience-sharing duties after return should not apply.

IX. Announcement of Results
- Early June: “Xue Hai Hsi Chu” list and amounts.
- Late June: “Xue Hai Fei Yang” list and amounts; recipients will be individually notified.
X. Notes (Do not apply if unable to comply)

The “field of study” in the form must match your major; cannot be changed after application.
(8 fields: Agriculture & Forestry, Business Management, Biomedical Science, Social Sciences, Language/Education, Hospitality/Sports & Leisure, Arts/Architecture & Design, Science & Engineering) -
Submitting the intention does not guarantee a subsidy.
Recipients must:-
Pass university selection and receive recommendation.

Pass host institution review, obtain admission and visa.
-
Submit official application in May and pass review in June.

Depart for the overseas study by October 31 of the following year after the subsidy results are announced.

Settle the subsidy reimbursement in accordance with the regulations.
-

Noncompliance results in revocation of subsidy and repayment.
-
Study period must be at least 1 semester and no more than 1 year.
-
Must sign the administrative contract one month prior and attend pre-departure briefing.
-
For double-degree/exchange/self-funded, must study at least 2 courses per semester or ≥6 credits.
-
Must maintain student status abroad; cannot take leave, withdraw, or graduate without approval.
-
Submit report and fulfill 8-hour duties within 14 days of return (e.g., sharing experiences, assisting juniors, public reports, promoting international exchange).
Students who are unable to fulfill the online/offline sharing obligation after returning to Taiwan should not apply for the Learning Abroad subsidy. If, upon returning from exchange, a student is unable to participate in online/offline experience-sharing due to “graduation” or “any other reason,” it will be regarded as failure to fulfill the obligation. -
After completing the overseas study and receiving the transcript from the host institution, regardless of whether credits are transferable, every returning student must follow the NCUE Guidelines for Students Taking Courses Abroad. Students must submit the foreign transcript and proactively apply to their department for credit recognition using the “Credit Transfer and Grade Recognition Form for Courses Completed Abroad.”

Those who do not depart or pursue remote courses domestically cannot receive the subsidy.

In case of force majeure (natural disaster, war, strikes, pandemic, etc.), the university may, with consent and evidence, terminate, postpone, or cancel the program.

During the overseas period, all obligations and regulations must be followed.
