MoU Partner University Network Expands to New Zealand as NCUE Signs MoU with Victoria University of Wellington

In late August 2026, National Changhua University of Education (NCUE) signed a Memorandum of Understanding (MoU) with Victoria University of Wellington (VUW), a renowned university in New Zealand, formally establishing a partnership. VUW is NCUE’s first partner university in New Zealand. The partnership not only expands NCUE’s international network but also builds on the foundation of existing exchanges between the two universities, creating new opportunities for deeper collaboration across diverse fields.

A key driving force behind the partnership has been Professor Li-Hung Hsieh of NCUE’s Department of Guidance and Counseling. Professor Hsieh was previously appointed as a visiting scholar at VUW, where she conducted research in New Zealand and collaborated with a professor in the university’s School of Health to develop a research project. During her visit, Professor Hsieh was provided with an independent office for research by VUW, demonstrating the university’s strong commitment to international academic exchange and laying a solid foundation for subsequent collaboration between the two institutions.

The Department of Guidance and Counseling and VUW continue to pursue several collaborative initiatives. These include Professor Hsieh’s invitation to a professor from VUW to co-supervise the doctoral dissertations of NCUE students, as well as new research projects being undertaken by research teams from the two universities, one in Taiwan and the other in New Zealand. In addition, plans are underway to invite professors from VUW to deliver online lectures and interact with students in NCUE’s master’s programs.

Located in Wellington, the capital of New Zealand, VUW is renowned for the quality of its research and excellence in teaching, as well as its extensive international connections. It attracts students and researchers from around the world. More than 1,800 publications by its researchers are indexed in Scopus each year. The university currently has approximately 17,000 students, including more than 3,000 international students from around 120 countries. Its international outlook and commitment to cross-border academic exchange align closely with NCUE’s ongoing efforts to promote internationalization and global academic collaboration.

According to the 2026 QS World University Rankings, VUW ranks among the world’s top 250 universities, placing it in the top 2% of universities worldwide. It has also received the highest possible rating, Five Stars Plus, in the QS Stars University Ratings system, following a comprehensive evaluation across key areas including teaching, research, sustainability, facilities, and employability.

In terms of subject rankings, the university’s Arts and Humanities is ranked among the top 1% globally in the QS rankings, while 16 subjects, including Library and Information Management, Linguistics, and Law, are ranked among the world’s top 100. In addition, the Wellington School of Business and Government is one of an elite group of commerce faculties worldwide that holds the Triple Crown of international accreditations (EQUIS, AACSB, and AMBA).

The Office of International and Cross-Strait Affairs stated that the development of a formal university-level partnership from faculty research collaboration represents a concrete achievement in deepening cross-border academic exchange between the two institutions. Looking ahead, NCUE will continue to encourage faculty members to expand international collaboration and leverage its partner university network to create more opportunities for international exchange among faculty and students, further strengthening NCUE’s academic capacity.
